Amid growing recognition of culture’s essential role in shaping inclusive, sustainable societies, the inaugural UNESCO Global Report on Cultural Policies | Culture: The Missing SDG presents a first global snapshot of cultural policies across regions and sectors. Based primarily on over 1,200 national and local reports submitted between 2019 and 2024, the report maps how countries are advancing culture through public policy.
Grounded in the vision of the MONDIACULT 2022 Declaration, this inaugural Global Report examines how cultural policies are evolving to advance cultural rights, promote culture and arts education, foster climate action and digital transformation, and enhance resilience in the face of crises. It highlights both momentum and persistent gaps in access, investment, and cooperation.
The Global Report is more than a diagnostic — it is a call for action. By amplifying the voices of artists, communities, and policymakers, the report calls for a stand-alone goal for culture in the post-2030 global agenda, affirming culture not only as a means, but as an end in itself.
